Deploy jobs should always be available as manual buttons on main, regardless of which files changed in the commit. The changes filter was preventing first-time deploys and redeployments after unrelated changes (ACL updates, CI fixes).

This unblocks the first deploy of the claude-code container.

See docs/ci-cd-design.md (pending) for the full rationale — deploy jobs for all containers will follow this pattern.
